Beijing has sent its coast guard into the maritime area of the Senkaku islands and unmanned aerial vehicles past remote Japanese territory as Beijing ramps up tensions over the Japanese prime minister’s remarks regarding Taiwan.

Rights Enforcement Activities

This past Sunday, the Chinese coast guard announced that its vessels carried out a “rights enforcement patrol” through the territorial seas of the Diaoyu islands, which are under the control of Tokyo but also asserted as territory by China.

“Chinese maritime patrol unit 1307 performed surveillance within the maritime jurisdiction of the Senkaku islands. This was a legitimate rights enforcement activity conducted by the Chinese maritime authorities to uphold its rights and interests,” the statement said.

Bilateral Tensions

China and Japan have repeatedly faced off around the islands but the recent developments occur during an escalating political dispute after the Japan's leader, Sanae Takaichi, addressed lawmakers that if China attack the self-governing island of Taiwan it might provoke a military response from Japan.

That provoked a furious reaction from Beijing, which has signalled it expects a retraction from the Japanese official.

Island's Stance

China claims the island as its sovereign land and plans to incorporate it under what it describes as “reunification”. It has left open the military option. The island's administration and citizens categorically refuse the idea of Beijing's control – preferring to maintain the current situation without formally announcing independence, but vowing to defend themselves if required.

An military assault by China would risk escalating into a international confrontation, potentially involving the US and other allies including Japan, which has territory just 110km (68 miles) from Taiwan.

Defense Operations

In Taiwan, the defence ministry said on Sunday morning that it had observed three dozen PLA planes, multiple naval vessels and one “official” ship, which was probably the coast guard, active near the territory over the previous day.

Maps provided by the ministry showed up to multiple UAVs flying between the island and the Japanese islands off its northeastern shoreline, appearing to go particularly close to the nearby Japanese island. PLA movements there are not rare, but infrequent, and Chinese military activity in Taiwan’s air defence identification zone generally has been low in the past month.

Earlier this weekend, the ministry said China had been carrying out another “combined military exercise” to “test our defensive capabilities”. It added Taiwan had sent its own aircraft and ships to monitor the situation. The island documents these operations a couple of times a month as part of what the Taiwanese government says is an continuous strategic pressure.

Political Strain

Japan has been facing mounting pressure from China since the Japanese official made her remarks, with China’s consul general in the Japanese city prompting a formal protest from Japan by stating that “those who interfere will face consequences”.

China then summoned the Japanese ambassador for the first occasion since 2023, and Beijing's military authorities declared that any Japanese intervention would be doomed to fail.

Warning for Citizens

Late last week, China advised its people to avoid visiting Japan, leading Japan to request China to take “appropriate measures”, though it provided no details.

Multiple carriers from China announced this weekend that flights to Tokyo could be refunded or changed for free.

In another escalation, China’s government on the weekend advised students to rethink education plans in Japan, citing what it described as an unstable security environment.

Although not an outright prohibition, a dramatic reduction in the population of learners from China could have a negative impact on Japanese universities. A historic high of over 336,000 international students were studying in Japan last year, according to education statistics. They featured over 123,000 learners from China – by far the largest demographic.

Official Commentary

Earlier this weekend, a Chinese state media editorial charged the Japanese official with performing a diplomatic maneuver that was “not just dangerously provocative but fundamentally perverse”.

“A conflict between Japan and China would not be a limited skirmish; it would likely draw in other nations, including the US, and could quickly spiral into a large-scale conflict with severe repercussions.”

Policy Standpoints

The government of Taiwan says the island's residents alone determine their destiny. Japanese leaders have previously avoided discussing the island openly when discussing such scenarios, maintaining a “deliberate vagueness” also preferred by Tokyo’s main security ally, the US.

However, Beijing's governing party says the unification of Taiwan with the People’s Republic of China is “inevitable”, and casts any opposition to it as escalatory. As it advances toward potential armed takeover, Beijing has also been escalating its non-military activity and its statements towards the island.
